What is North European ANS Providers (NEAP)?

NEAP is a collaboration between eight ANS Providers; Denmark (Naviair), Estonia (EANS), Finland (Finavia), Iceland (ISAVIA), Ireland (IAA), Latvia (LGS), Norway (Avinor) and Sweden (LFV). Six of these providers agreed in august 2006 (IAA joined in later) to co-operate within the scope of the Nordic ATM Service concept. It was also agreed set up a governance structure with the aim of ensuring added value for the Air Transport System in the region.

How did the collaboration start?

The Scandinavian ANS Directors started to meet more than 50 years ago. This eventually led to closer and expanded Nordic co-operation in various fields as Finland and Iceland joined in.

What is the geographical scope for the co-operation?

The members of NEAP have a combined airspace of over 9 million km2 and approximately three million flights per year. The region reflects the variations in airspace utilisation existing today on a global scale, including high- and low-density traffic areas as well as a huge Oceanic area.

Why do you co-operate?

A first step, according to Single European Sky (SES) requirements, was to defragment ANSP services in the North European region as well as make steps towards one or more North European FABs. We believe that working together is the only way to produce a more customer oriented service leading to a situation where the airspace users pays for the services they require.

Do you have ambitions to become one single provider?

It has not been an issue so far.

What is the purpose of the North European (Nordic) ATM Service Concept?

The concept presents a common vision for the development of the ATM network up to and beyond 2020, and is based on informal discussions with airlines, airports and other airspace users in the region. Read more about the Service Concept

What is the NEAP Master Plan?

We want the Nordic ATM Service concept to be seen in the context of, and contributing to, the wider European and international regulatory and legislative environment – the Single European Sky (SES), the European ATM Master Plan to be developed within the SESAR project and the NAT implementation roadmap.

The master plan provides a road map to how the NEAP countries are going to work together in the future and what they are going to achieve through their collaboration. Efficiently meet aviation demand through the foreseeable future while preserving the flexibility necessary to respond to changing conditions. The general goals and objectives addressed by the master plan of NEAP includes the following:
• To provide a framework for long-range planning (2020)
• To define the purpose and need for development projects
• To enable the co-operation to achieve its mission.

Why did you establish a Programme Office?

The NEAP Service concept and Master Plan are developed so far that the implementation requires wide and systematic contribution from the providers and the co-operation. The other reason for forming a PO is that SES legislation requires establishing functional airspace blocks by the end of year 2012. This requires extensive collaboration amongst the providers already at this point.
