North European ANS Providers (NEAP) Service Concept
The Nordic ANS providers (Denmark, Finland, Iceland, Norway and Sweden) have co-operated closely for the last 50 years. In 2004 Estonia joined “the Nordic co-operation” and in 2007 Ireland. The name was then changed to NEAC which later became ”the North European ANS Providers” (NEAP). The co-operation is open to any service provider who wants to take part.
The services and functions mentioned in the Nordic (North European) ATM Service Concept form a target ATM environment for the region. This enables the stakeholders to assess and agree on the key elements and drivers of a future Nordic ATM network functioning as a continuum without national constraints enabling our stakeholders to optimise their operations. In doing this, it also presents the reasons behind the high level service concept as presented, and attempts to engender a regional consensus on the important operational issues for the next 15 years.
The main drivers for implementing the ATM Service Concept
• To deliver a high quality service at reduced cost because our customers operate in a highly competitive market.
• To achieve a more efficient service through harmonization of technical and operational standards without regards to national boundaries.
• the Single European Sky initiative, the separation of the national authorities from the actual service provision and airport operations as well as increased changes in the organizational structure and ownership of service providers, has led to a new situation in the market of Air Navigation Service Provision.
The ANSP’s involved have already taken cross-border initiatives and support all bilateral arrangements in line with the vision and mission of this document. Those initiatives such as the NUAC Programme (Naviair and LFV), COOPANS (Naviair, LFV, Irish Aviation Authorities and Thales ATM S.A.), Entry Point North (Naviair, LFV and Avinor) as well as on-going bilateral coordination of and enhancement of operational procedures will be implemented in their own right.
The NEAP Master Plan defines key performance areas
The NEAP ATM Master Plan‘s focus is on performance-based approach, seeking to define and measure clear targets in several key performance areas. It then will show how these targets will be met.
The KPAs are:
• Cost-efficient operations (for the ANSP)
• Cost reductions (for the user)
• Increased level of safety
• Flexible operations concept
• Environmental improvements
• Better solutions to customers.
In order to achieve these targets, a packaged approach has been used, allowing the partners to first work together, then focus on harmonised services and finally develop fully interoperable services. For the first improvement package, “quick wins” should allow the ANSPs to work together as a region, showing clear progress and laying the foundation for future, more complex improvement areas.
This NEAP Master Plan puts into place the strategic working arrangements to make key improvements in the NEAP region, giving the users better service whilst maintaining the competitiveness of the region.
Background in European and international regulations and legislative environment
The Nordic ATM Service Concept and the North European ATM Master Plan should be seen in the context of, and contributing to, the wider European and international regulatory and legislative environment – the Single European Sky (SES), the European ATM Master Plan to be developed within the SESAR project and the NAT implementation roadmap.
The work will be overseen by the North European Strategic Committee of CEOs, with help from the North European Coordination Committee. In practical terms, the work on improvement areas will take place in Working Groups, each with clear Terms of Reference and objectives.
